Kaitlin Quinn is a Portland-based geographer, founder of Groundtruth 911, and Master of Public Health student at OHSU–PSU. Her work connects GIS, public-safety technology, and independent investigations of public systems. She also writes, makes things, and keeps room for music and creative experiments.

Kaitlin Quinn is a geographer and founder of Groundtruth 911, a company developing NG9-1-1 GIS tools. Her experience spans municipal GIS, building and permitting workflows, technical support, and public-safety product leadership. Alongside the company, she pursues CALL WAITING, an independent investigation of emergency response, and publishes The Portland Porch, a broader geographic publication. She also created The Aggregation Point, a vendor-neutral practitioner community. Kaitlin studied geography with a focus on urban planning, holds certificates in GIS and remote sensing, and is pursuing a Master of Public Health at OHSU–PSU. Her personal work includes writing, music, and creative experiments.

Kaitlin Quinn is a Portland-based geographer, founder, writer, and public-health student. She follows questions into maps, tools, reporting, and public records, with attention to the people who use and depend on public systems.
Her experience spans municipal GIS and building and permitting workflows, fieldwork, technical support, and public-safety product leadership. She has worked with people maintaining emergency-service data in rural communities and large cities, as well as the people making decisions about those systems.
Groundtruth 911 is her commercial company. Validation Workbench is its central product-development effort, focused on NG9-1-1 GIS validation, traceable findings, human review, and recorded decisions. Schema Bridge is a separate free public-beta ArcGIS Pro toolbox for supported NENA GIS Data Model conversion. Current availability and scope are described on the company website.
Her independent investigation CALL WAITING examines what happens between calling 911 and help arriving. The Portland Porch is her broader geographic publication, with maps, reporting, local questions, and public records. The Aggregation Point remains a distinct, vendor-neutral practitioner community. Investigative findings do not presume that her company’s products are the answer.
