Kaitlin Quinn is a Portland-based builder, researcher, and creator whose work spans GIS, public safety technology, and civic systems. She spent nearly a decade in public safety technology and is studying public health in the OHSU–PSU MPH program. Through Groundtruth 911, she develops NG9-1-1 GIS tools. Her other projects include The Portland Porch, Portland TRAP, and Found Hanging. She follows questions into maps, software, writing, and public records that other people can use.

Kaitlin Quinn makes maps, tools, investigations, and community projects in Portland, Oregon. Her work starts with a concrete question about how something works and what people need from it.
She spent nearly a decade in public safety technology, working with the people who maintain emergency-service data and use the software built around it. Her independent practice, Groundtruth 911, gives that experience a home. Its tools include Schema Bridge, a free public-beta toolbox for moving GIS data between supported NENA data-model versions, and Validation Workbench, a separate NG9-1-1 GIS validation tool in development.
Her Portland work lives on The Portland Porch. Portland TRAP follows transportation accountability, while CALL WAITING asks what happens between calling 911 and help arriving. Found Hanging maintains a national map and research record of reported cases of Black people found hanging in the United States.
Kaitlin is studying public health in the OHSU–PSU MPH program. She also writes, records commentary, and shares the process of building useful things. Her work is collected at kaitlinquinn.com.
