NENA Version Conversion Tool
A free ArcGIS Pro toolbox for moving NG9-1-1 GIS data between NENA data-model versions.

The idea
A change to a data standard should not leave a practitioner rebuilding the same conversion by hand. I wanted a small, explicit tool for that job.
Why it exists
Next Generation 911 uses GIS data: roads, addresses, and the boundaries that help an emergency reach the right place. When the NENA data model changes, the structure of those datasets may need to change with it. Local field and layer names also vary.
What I built
The Groundtruth 911 NENA Version Conversion Tool is a free ArcGIS Pro toolbox. Its public repository is named NENA-Schema-Converter. It writes to a new file geodatabase, leaves the source unchanged, and records the conversion in a readable log and a machine-readable manifest.
The published beta supports NENA-STA-006.1.1-2020 to 006.2a-2023, and 006.2a-2023 to the 006.3-2026 flat-file Esri File Geodatabase model. Fictional sample data is included for trying the workflow.
It converts a data structure. It does not validate the contents, certify NENA conformance, or establish production readiness.
Where it stands
Public beta: v0.9.0-rc1. Further development and testing continue. The public release page is the authority for what is available to download.
The converter is a separate tool from the Groundtruth 911 validation engine. You do not need the private engine to use it.
